"Halal" has no legal meaning in Germany
This has to be said plainly, because it has caused misunderstandings in our community more than once. No German state body declares meat or a restaurant halal, and the word itself is not a protected term. Anybody can put it on their door.
What does exist is private certification, issued by various organisations whose criteria are not identical. So if this matters to you, the right question is not "is it halal" but where do you source the meat, and if you hold a certificate, who issued it. A clear answer means the business knows what it is selling. A vague answer is also an answer.
Ask the same way about vegetarian dishes. Something listed without meat may still have been cooked in meat stock, and asking is the only way to find out.

The tram and city rail network connects the districts to the centre and the city is compact, so getting to a restaurant is rarely a problem, even at night.
What actually decides things here is timing. Small places fill up quickly at weekends, and some close between lunch and dinner. If you are more than four people, call the day before, and ask at the same time whether a shared dish or a large grill order has to be placed in advance.
Settle one more thing on that call. Whether the kitchen will cook a dish milder or leave an ingredient out. Many family kitchens will, and many will not once the evening is busy, and the answer tends to be honest if you ask before you arrive rather than at the table.
