No official body in Germany certifies that a carpet is what it is sold as, and the trade needs no licence. The one independent authority is a publicly appointed and sworn expert, appointed by a chamber of commerce. The Frankfurt chamber appoints such experts, and they appear in the nationwide chamber register of sworn experts. If you are buying something that is expensive for you, the cost of one expert opinion is small against the number on the invoice.
Bringing a rug back from Iran yourself matters more here than anywhere else
Frankfurt has Germany's largest airport, and most people who travel back with a carpet come through it. The rule is straightforward. A traveller arriving by air from outside the EU may bring goods worth up to four hundred and thirty euros free of duty, and for anyone under fifteen the limit is one hundred and seventy five euros. A carpet clears that line easily.
Above the limit you have to declare it yourself at customs and pay duty and import VAT. Carry the purchase invoice, because without a document customs will estimate the value themselves, and their estimate will not usually be the one you would have chosen. The allowances also apply per person and cannot be added together across a family.
Distance here is train time, but a carpet does not take the train
Frankfurt is a small city inside a large region, and almost any shop is reachable on the S-Bahn. Getting home is the problem. If you think you may actually buy something, ask before you go which towns they deliver to and what it costs. Many dealers here cover the whole region, and they will tell you on the phone.
Ask before you pay
- Will they write the weaving region, the material, the dimensions and the approximate age on the invoice? A spoken answer is worth nothing later.
- If the rug does not work at home, can you return it? Buying in a shop carries no statutory right of withdrawal, so it has to be agreed.
- Are delivery and carrying it up to your floor charged separately?
- For washing, how many days will they keep it, and is it insured while it is with them?
